I belive it is part of the Office package.
Otherwise, you'll have to find a Video Chat type program if you want to set it up as a server.
Incidentally...99.999% of any freeware of this type will be worth EXACTLY what you paid for it.

If you've lost the CD (who hasn't?) then perhaps download the application from the manufacturer's website?
